Against Smart Meter Installations

 From Meeting Minutes, August 7, 2012:  In regard to the smart meters and the discontinuance of electric service, which was discussed at the July 24th meeting, Commissioner Ahern said that for clarity what was actually stated was that the New Hampshire Electrical Coop has asked that when a customer signs on to their service, the customer must agree to have new equipment installed. If the customer will not allow this equipment to be installed then there is a possibility that the customer’s electrical service could be discontinued. He said he has had a chance to rethink his position in this matter.  He now feels that he could vote and made the following motion:

Commissioner Ahern moved to have the Grafton County Commissioners advise and suggest to the New Hampshire Electric Cooperative that they discontinue the program of mandatory installation of any “so called” smart meters and that if any Coop member wants to have them installed it would be by an “opt in” procedure. Because of the potential health implications of these meters being installed and because they are not UL approved, for these and other reasons, it is not in the best interest of the people of Grafton County. The motion was seconded by Commissioner Burton.

DISCUSSION: Commissioner Cryans said he can not vote on this because he does not have enough information.
When the vote was taken Commissioners Ahern and Burton were in favor while Commissioner Cryans was opposed.

National Day of Action Against Smart Meters: October 4, 2012

The Wireless Radiation Protection Coalition- a newly formed national coalition seeking protection from and elimination of electromagnetic radiation hazards and cybersecurity threats- is calling for a National Day of Action October 4th Against “Smart” Meters being deployed by utility companies. A wave of demonstrations around the country will be held during the culmination of ” GridWeek” a ”smart” grid conference in Washington, DC – October 2-4, 2012.

The Coalition- comprised of wireless radiation safety experts, advocates, individuals, and organizations, will be a voice at the U.S. national level for the public’s health, safety, privacy, freedom from surveillance, and for the natural environment from the many adverse effects of wireless radiation products and infrastructures.

The Coalition will collaborate to plan programs and events that address the adverse effects of radiofrequency/microwave radiation from a variety of sources such as Wi-Fi, cordless and cell phones, ‘smart’ meters and their grid, laptops, tablets, ereaders, baby monitors, and infrastructure antennas. We welcome other organizations and individuals to join us (see below).

The GridWeek conference in Washington DC is the ‘must-attend gathering’ for the smart grid industry and will include global electric-industry representatives, government officials and vendors at the Washington, DC Convention Center. The industry has a problem though. Public opposition to the smart grid is growing after widespread reports of privacy violations, house fires, and health effects followed smart meter installations in California and elsewhere. Now the public and elected officials want answers!

We call on anyone outraged by the various problems with smart meters to join us in front of the Convention Center and send the powerful message: “Stop Smart Meters NOW!”

We understand many of you won’t be able to travel to Washington, DC. Instead, we encourage you to participate by planning a ‘smart’ meter opposition event on October 4 in your area and location of choice. Please contact us for assistance. Immediate Caution regarding Smart Meter Installation

Wichita, KS- The American Academy of Environmental Medicine today released its position
paper on electromagnetic field (EMF) and radiofrequency (RF) health effects calling for
immediate caution regarding smart meter installations. Citing several peer-reviewed scientific
studies, the AAEM concludes that “significant harmful biological effects occur from non-thermal
RF exposure” showing causality. The AAEM also expresses concern regarding significant, but
poorly understood quantum field effects of EMF and RF fields on human health.
“More independent research is needed to assess the safety of ‘Smart Meter’ technology,” said
Dr. Amy Dean, board certified internist and President-Elect of the AAEM. “Patients are
reporting to physicians the development of symptoms and adverse health effects after ‘Smart
Meters’ are installed on their homes. Immediate action is necessary to protect the public’s

Dr. William J. Rea, past president of AAEM says, “Technological advances must be assessed
for harmful effects in order to protect society from the ravages of end-stage disease like
cancer, heart disease, brain dysfunction, respiratory distress, and fibromyalgia. EMF and
wireless technology are the latest innovations to challenge the physician whose goal is to help
patients and prevent disease.” Rae, a thoracic and cardiovascular surgeon and environmental
physician adds, “A more thorough review of technological options to achieve society’s
worthwhile communications objectives must be conducted to protect human health.”

The AAEM calls for:
~ Immediate caution regarding “Smart Meter” installation due to potentially harmful RF
~ Accommodation for health considerations regarding EMF and RF exposure, including
exposure to wireless “Smart Meter” technology
~Independent studies to further understand health effects from EMF and RF exposure
~ Use of safer technology, including for “Smart Meters”, such as hard-wiring, fiber optics
or other non-harmful methods of data transmission
~ Independent studies to further understand the health effects from EMF and RF
~ Recognition that electromagnetic hypersensitivity is a growing problem worldwide
~ Consideration and independent research regarding the quantum effects of EMF and RF
on human health
~ Understanding and control of this electrical environmental bombardment for the
protection of society

As part of AEGIS’ goal to anticipate the needs of its Members, and to better serve its Members in the area of risk management services regarding electric and magnetic fields (EMF), AEGIS has sponsored the development of this litigation service.

EMF litigation involves complex scientific, medical and legal issues which are specific to the EMF controversy. AEGIS sponsors a litigation information and assistance service for its Members and policyholders who are in EMF litigation or are imminently threatened by such litigation. While the service was created for AEGIS Members and policyholders, it may also be made available to electric utilities which are neither AEGIS Members nor policyholders, but are faced with EMF litigation.

The EMF litigation service helps avoid duplication of effort by individual utilities and provides access to key information in the quickest and most cost-effective manner possible. This has been achieved by centralizing EMF scientific and legal information, and by building on the EMF experience and knowledge accumulated to date. The purposes of this service are to ensure that AEGIS Members, policyholders and others have ready access to the information and resources needed for EMF litigation, and to reduce the costs of such litigation.


The service includes computerized EMF science and litigation databases supported by hardcopy libraries of materials useful in litigation These science and litigation databases have been developed by outside counsel. The science database includes over 20,000 references and is continually updated as new information becomes available. The litigation database is a computer directory and hardcopy library of legal motions, pleadings, testimony, exhibits, and other documents from previous and pending EMF cases. These documents can save utilities and in-house or outside counsel time and money when preparing for EMF litigation by building upon the successful approaches in prior cases, and by reducing the need to “reinvent the wheel.”

This service is sponsored by AEGIS and is available through outside counsel. The databases and libraries themselves are the work product of outside counsel and will remain in the possession of outside counsel. They will not be available for downloading by users of the service.


This service is intended to support AEGIS Members and policyholders by providing specialized risk management tools and services for EMF litigation. It will help utilities identify and interpret relevant scientific and legal issues that may appear in lawsuits. It is meant to provide an organized structure through which utilities and their counsel can quickly get the expertise and knowledge they need.


This service is not a general EMF information service. It is not meant to replace the legal counsel that is presently serving the utility. Nor is its purpose to sell or otherwise distribute the databases, or provide unauthorized access to copyrighted information. It is not intended to be used as a resource for AEGIS Members or others who may want background material on EMF matters for general purposes.


To use this service, parties must be in active EMF litigation or anticipate such litigation in the immediate future. All Members of AEGIS are eligible. Other utilities also may be eligible to use this service.


When a utility is engaged in or threatened by an EMF lawsuit, the following protocol should be followed to utilize this service:

AEGIS is contacted. The purpose of this contact is to evaluate several circumstances including the utility’s status as a Member and/or policyholder, relationship to the electric utility industry and the status of pending litigation or the nature of anticipated litigation.

AEGIS approves the use of the service and notifies the company and outside counsel of its decision. At this point, the utility will have access to the service.

The utility representative and/or its legal counsel (either in-house or outside) contacts outside counsel, to obtain the desired information and/or other services. At this time, the utility will enter into an attorney-client relationship with outside counsel to maintain the attorney-client privilege, the joint defense privilege, and/or the attorney work product protection. Individual utilities, of course, will decide the scope/nature of the services or database information to be provided by outside counsel as well as the terms/scope of the attorney-client relationship within which such services and/or information will be provided.

Outside counsel will provide an introductory consultation session for the qualified utility to familiarize it with the types of EMF information and assistance that are available. The initial consultation will be used to address the immediate needs of counsel and the utility and provide them with tools to begin development of their strategy. There is no cost to the utility for this introductory consultation session.

Beyond the introductory consultation session, outside counsel will invoice individual utilities directly for fees and expenses to provide any additional requested services and/or database information.


AEGIS sponsors this service to meet the demand for EMF risk management products and services enabling its Members to achieve the lowest long-term cost of risk.

This is strictly a litigation service, and is not a general EMF information or EMF database access service.

This service is for those electric utilities which are in active EMF litigation or which are imminently threatened with such litigation.

The purpose is to provide ready access to needed EMF scientific and litigation information, and to reduce litigation costs by centralizing EMF litigation resources.

The service is not just available to AEGIS Members and policyholders. Other utilities involved in EMF litigation can request access to this service by contacting AEGIS.

SAN ANTONIO — Is it friendly technology to help you save energy or an intrusive, surveillance device designed to spy on you and control your power usage? No matter how you view smart meters, we are all getting them installed on our homes soon.

An international battle over smart meters has reached San Antonio. In Washington D.C., protesters demonstrated outside a utility that installed smart meters. In California, activists claim smart meters release harmful levels of radiation, and some have confronted crews installing them. In British Columbia, homeowners lock up their old energy meters to keep them from being replaced.

In a recent documentary film, one of the British Columbia homeowners looks at the camera and implores, “Say no to smart meters, because they are going worldwide unless we stand up and stop it.”

What’s all the concern about? Smart meters look a lot like your current meter, except they have wireless technology that lets them measure your power usage and send that information back to CPS Energy. That eliminates the need for meter readers. CPS Energy also says smart meters will help them pinpoint and fix outages faster. But the greatest benefit will be to customers who can monitor their usage online.

“We’re looking to leverage technology similar to your mobile phone, to enable customers to have improved control and access to information about their own usage”, explained Elaina Ball, CPS Energy’s Vice President of Technical Services & Energy Solutions.

About 40,000 homes in San Antonio currently have smart meters as part of a pilot project, and the rest of us will have them phased in starting later this year.

However, up the road in San Marcos, energy customers like Justin Padgett have had smart meters for more than two years now. Padgett feels the meters violate his right to privacy because they’re a form of electronic surveillance.

Common Health Symptoms Associated with SmartMeters

Many people who experience health symptoms which may be caused by SmartMeters do not initially connect the dots and realize that SmartMeters may be the culprit. But after a few months of experiencing strange symptoms, many people finally realize that their symptoms are aggravated when they are in an area where SmartMeters have been installed (their home, work, or into the community). The wireless SmartMeter transmissions seem to be what causes these symptoms.

It seems that 5%-10% of the populations may immediately experience mild to severe symptoms within days of the SmartMeter installations.

List of Common Symptoms:

  • Sleep Problems: Sleep disorders are the most common symptom reported. This includes insomnia or the inability to go into deep sleep. Many people report that their sleep problems began the night the SmartMeters were installed in their neighborhood.
  • Headaches: Many people experience mild to severe headaches when they are in the presence of SmartMeters. Mn ay people have reported that as soon as they left their home on vacation, their headaches vanish. But upon returning to their home or SmartMeter installed area, the headaches come back immediately.
  • Ringing in the ears
  • Confusion or difficulty concentrating
  • Fatigue
  • Increased stress and agitation
  • Heart palpitations
  • Tingling sensations thought the body
  • Difficulty breathing or heaviness in the chest and lungs

There are many other symptoms that have been reported, but the above list are the most common. If you are experiencing any of these symptoms, you should see if their onset began around the same time SmartMeters were installed in your area.

Maine Sides with Smart Meter Foes on Health Issues


Maine regulators have been ordered to reconsider smart meter related safety concerns by the state’s highest court, which ruled the Public Utilities Commission didn’t adequately address health concerns before approving Central Maine Power’s smart meter program.

The issue, according to a report in the Bangor Daily News, is whether regulators bypassed their legal mandate to ensure the delivery of safe and reasonable utility services when they approved CMP’s smart meter program. PUC lawyers had argued earlier that regulators didn’t need to consider safety issues that had already been addressed by federal agencies and that those with health worries could take advantage of the opt-out provision.
